There had been some doubt about the classification of this envelope as being issued in the Colonial period or in the Interim period. The discovery of the Fitzroy cover in late 2017 clarified the classification as being Colonial. Another cover front discovered subsequently used at Geelong on 9 March 1896 further confirms the Colonial status.
These envelopes were clearly marked with an instruction for the Messenger to wait for three minutes for a reply. The envelopes contained a transmission for for the reply (if any).
It is estimated that less that 5 examples are recorded - few are complete.
